I like the third idea, more moody and atmospheric.
You should think about format and composition. I think it works with the white txt, but maybe you should consider use a colour contrast to the moody atmosphere in the picture. (or not)
I prefer the bottom one cos it looks good and effective.
I like the last idea as it is seems dark, eerie and deserted, and brings home the harsh reality of the situation,
I also like the layout of the second poster although i personally feel that the severity of the situation is getting across as well as on the second image
